Our client, GLOBAL OMNIUM GROUP, is seeking international long-term experts to join a multidisciplinary Project Team, capable to fully comply with the requirements of a four year technical assistance and management contract for the Water Utility of the Province of Uige (Angola). The Project objective is to assist to manage the water supply service of the city of Uige (Angola).

We are looking for Water Sector Senior Experts. The specific positions required are the following:

CONTRACTOR TEAM LEADER
Will be responsible for all activities, expertise and other inputs to support the utility Board of Directors and its personnel to organize, plan, deploy tasks and resources so that the utility might meet its performance target and service levels through the most optimal means, and to monitor and review those arrangements.

Responsibilities of this position include:

• Assist to the Chairman and Board of Directors of the Utility in the General Management.
• Manage the Services Contract and prepare quarterly and monthly reports of the status of operations, administrative, finance, management and commercial areas.
• Oversees the operational, financial and commercial condition of the Utility.
• Ensure workflows, quality management and internal control mechanisms. Existing management and quality control processes must be improved and that includes translating current practices into regulations, workflows, schedules, procedures, instructions and formalizing such protocols as necessary.
• Assist the Board of Directors establish a productive relationship and gain the support of different stakeholders.
• Assist the BoD establish a productive relationship and gain the support of different Prosecution of all other activities to ensure the proper management and function of the Utility, including strategic planning.

COMMERCIAL MANAGEMENT SPECIALIST
Responsibilities of this position include:

• Reports to CTL.
• Responsible for Utility overall financial and commercial management.
• Supported by the accountant ensure all the financial, resources and assets management.
• Manages all metering, billing and collecting activities of the Utility.
• Ensure permanent update of residents and clients within the service area, including the implementation of actions to increase the number of contracts/clients as well as billing and collection efficiency.
• Supervises revenue management of the Utility.
• Manages Utility customer services.
• Ensure all the internal regulations, policies and work processes related to the financial, commercial and marketing.
• Ensure all the commercial activities related to the sanitation services provided in the new neighborhood so called nova centralidade de Kilomosso.

MANAGER OF OPERATION, MAINTENANCE AND ENGINEERING
Responsibilities of this position include:

• Reports to the CTL.
• Manage the day-to-day operations of the water facilities.
• Prepares monthly and annual forecast for chemicals, fuel and other materials.
• Provides engineering and technical advice on system planning and operations.
• Coordinates all technical issues related to the water supply systems.
• Manage all corrective maintenance activities.
• Prepare maintenance planning and budgets.
• Coordinates preventative maintenance.
• Ensure the design implementation and management of pressure management and NRW reduction actions.
• Ensure proper management of existing network, including permanent update of the cadaster and leaks or other events.
• Support the Utility in Operation and maintenance of sanitation services in nova centralidade de Kilomosso.
• Develop and enforces safety procedures.

Candidates should meet the following requirements:

• University degree in Engineering, Business Administration or equivalent.
• MD or PHD would be regarded as an asset.
• Fluent written and spoken English, and Spanish or Portuguese.
• Minimum of 5 years of relevant experience in water utilities.
• Relevant experience in operating and managing a water utilities in developing countries.
• Profound knowledge of the economic and socio-cultural context in developing countries (Africa or similar).
• Wide strategic and tactical views both for designing specific.
• Excellent capability/skills for working jointly in close collaboration with provincial/central public administration and state-owned utility counterparts and local stakeholders.
• Excellent communication and report-writing skills.
• Proven experience in project/task management skills, and in overseeing/controlling water utility management and functioning.
